My main on another server is Balance/Resto, and I never tried to level as feral. Of course, that was mostly due to a lack of interest in looking at bear butt all day. Anyway, I agree that leveling as resto is hard (mostly time-consuming...I'll hit you with my stick, and keep healing myself! You can't kill me, but it will only take me 2 hours to kill you!) IMO, moonkin is the way to go. The set itself is nice, and the buff to party is awesome too.
Tips while leveling...get leather gear. I know it sounds silly, but you'll find some cloth pieces that are very tempting. They are fine for group questing, but the armor bonus is very nice if you're DPSing/tanking/healing all by yourself. Also, typhoon is your friend! Knocking back enemies will save your butt on more than one occasion, and knocking them off of cliffs/buildings/etc. is not only effective, but also hilarious!
A website that I've found to be very helpful is Elitist Jerks (
http://elitistjerks.com/f47/t66856-...fessions). First of all, I have no stake in that site, I just love it to pieces. It's written with end-game raiding in mind, but the ideas are pretty applicable to leveling too.
As far as stats go, hit rating is #1 until you hit every time. You can have tons of spell power, but it's useless if every shot is a whiff. After that, go for spell power and crit.
