This makes it plain and clear that we need to implement garden gnome control immediately! We must restrict access to these dangerous faerie folk if we want our gardens and yards to ever be safe again. I say we have a cool-down period, public registration and special training before allowing people to purchase garden gnomes, ladders and sports equipment. It goes without saying that felons and the mentally ill will not be allowed to garden anymore.
